Help With QA On TPS Public Comments Spreadsheet

I’m planning to publish a spreadsheet evaluation of the 1100 final public comments for DCL 23-03 that expanded the third-party servicer (TPS) definition. While the Department of Education has released a blog post promising to modify the guidance, I do not think the story is over yet and believe more analysis on public comments is worthwhile.
The request is for people to add comments on the shared Google Sheet, letting me know where we may have got the classification wrong. The idea is:
For: Commenter supports DCL 23-03 and the expanded TPS definitions as written
Against: Commenter is against this expansion as written and believes ED should rescind or significantly change the guidance
Neutral: Commenter only seeks minor change to protect their specific interest, or only asks questions without stating opinion, or is off topic
