A Preliminary Look at Non-US OPM Deal Growth Over Time

The international market lags the US but is also experiencing a dramatic slowdown in deal volume

Recently I described how the Online Program Management (OPM) market had grown over time in the United States. This is a companion piece, looking instead at the deal and program volume for OPMs working with universities outside of the United States. The goal again is to get a sense of how deal and program volume has changed over time using data on OPM partnerships from 32Edu supplemented by some of our own.

Keep in mind that this view is for new deals and not for total installed base.

Changes in the OPM market over time

It can be very easy for those of us living in the US to think of OPMs as an American phenomenon. In one sense that is true in that they became a feature of the EdTech landscape here earlier, and there are many US based OPMs. Market data show earlier growth and higher volume of programs in the US.

But the international market for OPM deals with universities is still substantial as the chart below illustrates. There are deals between universities and OPMs in a number of regions prior to 2014 but it is only in that year that we really see substantial numbers of deals. Deal volume grows quite rapidly for the next several years before reaching a peak in 2021.
